In connection with his request for a waiver of the $1,200 late fee assessed for the late filing of a 30-P campaign finance report, T. A. Messina, states he went by the same campaign rules used for the office he ran for in 2008 and did not believe he had to file a report. Mr. Messina is a district level candidate. This is his first campaign. He was an unsuccessful candidate.
