In connection with his request for a waiver of the $400 and $480 late fees assessed for the late filings of an EDE-P and 10-G campaign finance reports, Lawrence "Larry" Byers, states that since no additional contributions or expenditures were added, he did not realize he was required to file the reports. It was not until he received notice from the Campaign Finance division that he became aware he was required to file the reports. The reports were filed immediately upon receipt of the notice. Mr. Byers is an any other level candidate. This is his first campaign. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Suspend all but $100 based on future compliance for the EDE-P report. Decline to waive the fine for the 10-G report.
