Request that the Board waive the $2,000 campaign finance late fee assessed against Virginia Blanque, a candidate for Orleans City Council, District A, in the February 6, 2010 election, whose Supplemental campaign finance disclosure report was filed 142 days late.
Facts:
In connection with her request for a waiver of the $2,000 late fee assessed for the late filing of a Supplemental campaign finance report, Virginia Blanque, states that it was unknown to her that her treasurer made errors on her reports until after her campaign ended in February 2010. In February 2010 she contacted a CPA to assist with filing her reports. She maintains that time passed and errors were researched. Eventually, the Supplemental report was submitted on paper form, however, she received notice from the Campaign Finance division informing her of the requirement to electronically the report. The report was electronically filed upon receipt of notice. Ms. Blanque states that since her campaign, she has not been gainfully employed and is still searching for work. She asked that the Board waive her late fee. Ms. Blanque is a district level candidate. This is her first campaign. She was a successful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
