Advisory opinion regarding whether Ms. Virginia Collins may become a contract employee with Northwestern State University (NSU).
Facts:
Ms. Collins is a retired employee of the Department of Children and Family Services (DCFS). She retired from the DCFS as a District Supervisor in April 2008 where she provided direct supervision to first line supervisors in the Child Welfare program.
Recently, she has been offered an opportunity to contract with Northwestern State University to provide services as a Child Welfare Coach to the Department of Children and Family Services (DCFS). In this role, she would collaborate and coordinate with the child welfare supervisor to create and implement a professional development plan for Child Welfare Trainees. The plan focuses on identifying the individual strengths and needs of new employees. As a Child Welfare Coach she would also provide on the job individual and small group training to Child Welfare Trainees. It is possible that she would also be required to develop curriculum's, update curriculum's, research assigned training topics and to provide classroom training. She would also assist Trainees in transferring learning from the classroom to the job. In the position she would play a key role in supporting and assisting the Child Welfare Trainee to improve their performance as they work with children, families, providers and other stakeholders involved with the child welfare system.

Law:
Section 1121B(1) states that no former public employee shall, for a period of two years following the termination of his public employment assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he is formerly employed or render any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.

Recommendations:
Adopt proposed advisory opinion.
