In connection with his request for a waiver of the $480 late fee assessed for the late filing of the 10-G campaign finance report, Jonald Walker, III, on behalf of the candidate states that on November 7, 2011 he called the Louisiana Board of Ethics to confirm what report the candidate needed to file. He maintains that a representative at the Ethics Board informed him that if the candidate won the election and was not in a run-off, he would not have to file a 10-G report, only an Annual report at the end of the year. He further states that after receiving a delinquency notice for the 10-G report, he contacted the IT department and spoke with Gene Dawson, who informed him that a 10-G report was required, since it's the final report of the primary election. Mr. Franklin is a district level candidate. This is his 6

campaign. He was a successful candidate.
