In connection with his request for a waiver of the $500, $200, $160, and $80 late fees assessed for the late filings of four (4) Special campaign finance reports, James "Jim" Norred, Jr., states that he is a first time candidate, and his wife completed and filed his reports for him. It is his position that she did not understand the filing requirements for the Special reports, and by the time she became aware of the requirement to file the reports, she immediately filed them. He further states that having to pay the late fees totaling $940 would be a hardship on their budget. Mr. Norred is an any other level candidate. He was a successful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
