RE:
Request that the Board waive the $1,000, $1,000, and $500 campaign finance late fees assessed against Ron Ceasar, a candidate for Governor in the October 22, 2011 election, whose 10-P, EDE-P and 10-G campaign finance disclosure reports were filed 33, 13, and 5 days late.
Facts:
In connection with his request for a waiver of the $1,000, $1,000, and $500 late fees assessed for the late filings of a 10-P, EDE-P and 10-G campaign finance reports, Ron Ceasar states that his reports were filed timely, with the exception of a couple of reports that required more information or was missing information. He admits that there was one report (EDE-P) that may have been a few days late because he was uncertain as to whether he was required to file it. After inquiring about the EDE-P report, he was informed that although he did not have any expenses or donations over five thousand, he was still required to file the report. Mr. Ceasar is a major level candidate. This is his fifth campaign.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
