In connection with his request for a waiver of the $480 late fee assessed for the late filing of the 10-G campaign finance report, Ray Taylor states that he is a first time candidate who misinterpreted the filing instructions for filing the 10-G campaign finance report. He maintains that since he won in the primary election, he knew that his name would not appear on the ballot for the general election. Therefore it was his understanding that he did not have to file the report. Mr. Taylor is an any other level candidate.
