Request that the Board waive the $420 campaign finance late fee assessed against Matthew Raley, a candidate for St. Tammany Parish President in the October 22, 2011 election, whose EDE-P campaign finance disclosure report was filed 7 days late.
Facts:
In connection with his request for a waiver of the $420 late fee assessed for the late filing of the EDE-P campaign finance report, Matthew Raley, states that he is a first time candidate who only used $600 to fund his campaign. He maintains that he misinterpreted the filing instructions. He believed that if he had no additional activity, he was not required to file a report until after the EDE-P report. He apologizes for filing the report untimely, and if involved in any future elections, he believes that he will have a good grasp of the filing requirements. Mr. Raley is a district level candidate. He was an unsuccessful candidate.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
