Request that the Board waive the $600 campaign finance late fee assessed against Rhonda King, a candidate for Tensas Parish Assessor in the October 22, 2011 election, whose EDE-P campaign finance disclosure report was filed 16 days late.
Facts:
In connection with her request for a waiver of the $600 late fee assessed for the late filing of the EDE-P campaign finance report, Rhonda King states that she filed what she believed to be her final report for the October 2011 election. She further states that she left out of the state and upon her return, she received notice informing her of the requirement to file an EDE-P report. She then contacted the Ethics Board to inquire about the notice. She maintains that she was told that she filed the wrong report, and that she needed to file an expenditure report even if there were no expenditures. Ms. King is a district level candidate. This is her first campaign. She was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Suspend all but $200 based on future compliance.
