In connection with his request for a waiver of the $280 late fee assessed for the late filing of the EDE-P campaign finance report, Harold G. Stout states that he was unaware of the requirement to file an EDE-P report. As soon as he received notice of the requirement, he filed his expenditure report immediately. Mr. Stout is an any other level candidate. This is his second campaign. He was an unsuccessful candidate.
