Request for an advisory opinion regarding whether Rick Nowlin, a former member of the Louisiana Legislature, may accept employment with the Republican Legislative Delegation. |

Rick Nowlin served as a member of the House of Representatives from 2008-2012. He would now like to provide services, either as an employee or on a contractual basis, to the Louisiana Republican Delegation, Inc. (RLD). The proposed position with the RLD is as Legislative Policy Analyst. Mr. Nowlin would review and analyze proposed legislation to determine whether the legislation would be consistent with the policies adopted by the delegation.
Mr. Nowlin states that the position would not involve the advocacy of any position, and that he would work at the direction of the chairman of the delegation. Though members of RLD are members of the legislature, the RLD is not supervised by any person within state government nor by any branch of the legislature. The source of funds for any compensation received by Mr. Nowlin would come from funds raised by the RLD.

R.S. 42:1121A provides that no former agency head or elected official shall, for a period of two years following the termination of his public service as the head of such agency or as an elected public official serving in such agency, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.
