Catherine Lee, an Alderman for the Village of Heflin, states that Steve Ramsey owns a lawn mowing service in the Village. The Village would like to use the services of Mr. Ramsey's lawn cutting business to mow grass for the Village of Heflin. Mr. Ramsey is not an elected official in the Village of Heflin.

Section 1113A of the Code prohibits a public servant from contracting, subcontracting or entering into any other transaction that is under the supervision of the agency of the public servant.
