In connection with his request for a waiver of the $360 late fee assessed for the late filing of an EDE-P campaign finance report, Larry M. LaBorde, states that his campaign manager contacted the Campaign Finance division to discuss filing requirements regarding a 10-G campaign finance report. At that time, his manager was told that the EDE-P report was late. Mr. LaBorde further states that it was a misinterpretation of the law on his part, believing that it was not necessary to file a report if he had no expenditures. Mr. LaBorde further states that his campaign was unsuccessful and many of the expenditures he incurred, were from his personal monies. He further states that all funds from his campaign are depleted and payment of the late fee would be at his personal expense. Mr. LaBorde is a district level candidate. This is his first campaign.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
