Request that the Board waive the $400 campaign finance late fee assessed against Lucy Cooper, a candidate for Bossier Parish Police Juror, District 3, in the October 22, 2011 election, whose EDE-G campaign finance disclosure report was filed 10 days late.
Facts:
In connection with her request for a waiver of the $400 late fee assessed for the late filing of an EDE-G campaign finance report, Lucy Cooper, states that she misinterpreted the filing instructions and assumed that a report was not required if she did not have any expenditures. She further states that her campaign was totally self-funded and no contributions were accepted. Ms. Cooper maintains that this is her first election and was defeated by 73 votes.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Suspend all but $200 based on future compliance.
