In connection with his request for a waiver of the $480 late fee assessed for the late filing of a 10-G campaign finance report, Harold "Cookie" Billingsley, states that his report was filed untimely because the report fell behind his desk. He also states that he is a first time candidate who was unfamiliar with the filing schedule, and believed that the Election Day Expenditure report was the last report he was required to file for the October 22, 2011 election. Mr. Billingsley is a district level candidate. He was an unsuccessful candidate.
