In connection with his request for a waiver of the $480 late fee assessed for the late filing of a 10-G campaign finance report, Irving "Sweetie" Barfield, states that he did not realize he was required to file a 10-G report, even if he did not make the run-off in the primary election. He further states that not having an opportunity to attend a meeting that explained all of the rules and forms necessary for each candidate to file, left him at a disadvantage and he missed the filing deadline for the 10-G report. Mr. Barfield is a district level candidate. This is his fourth campaign. He was an unsuccessful candidate.
