Request that the Board waive the $720 campaign finance late fee assessed against Allen Joyner, a candidate for Calcasieu Parish Police Juror, in the October 22, 2011 election, whose 10-G campaign finance disclosure report was filed 18 days late.
Facts:
In connection with his request for a waiver of the $720 late fee assessed for the late filing of a 10-G campaign finance report, Allen Joyner, states that his report was delayed due to he lives in a rural area in Calcasieu Parish and his mail box keeps getting destroyed. He further states that his report was in his mail box which was destroyed by either teenagers or someone else. He states that he did not realize that his report had not been sent until after the deadline has past. Since the campaign, he has gone through 3 separate mailboxes. In addition, every time he gets a new mail box, he gets a back log of letters and other mail that was not deliverable when no box was in place. Mr. Joyner is an any level candidate. This is his first campaign. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
