In connection with his request for a waiver of the $280 late fee assessed for the late filing of a Supplemental campaign finance report, Blair Briggs states that it was his understanding that he was not required to file a report, if he had no activity. He further states that upon receipt of notice from the Campaign Finance division, a report was immediately filed. Mr. Briggs is an any other level candidate. This is his first election. He was a successful candidate.
