In connection with her request for a waiver of the $720 late fee assessed for the late filing of a Supplemental campaign finance report, Angela LeBlanc, on behalf of the candidate, states that she prepared the candidate's reports during his October 22, 2011 campaign. She further states that the Supplemental report was untimely filed due to her misunderstanding of reporting requirements. She understood that a Supplemental report was to be filed by candidates who intended to keep their account open for future contributions or intent to run for office. Ms. LeBlanc maintains that the candidate does not plan to run for office again and has no need to maintain the campaign account. The money that the candidate loaned the campaign was forgiven. Upon receipt of notice from the Campaign Finance division, she immediately called the Campaign Finance division to explain her misunderstanding and filed the Supplemental report the same day. Mr. Elkins is a district level candidate. This is his first campaign. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
