In connection with his request for a waiver of the $640 and $40 late fees assessed for the late filings of a Special and EDE-P campaign finance reports, Delos Blackwell states that someone was assisting him with his reports, and he was unaware that the reports were not filed on time. He maintains that this is his first campaign, and he was a successful candidate. Mr. Blackwell is an any other level candidate.
