RE:
Request that the Board waive the $320 campaign finance late fee assessed against Marvin Blake, Jr., a candidate for Mayor of the City of Natchitoches, in the March 24, 2012 election, whose EDE-P campaign finance disclosure report was filed 8 days late.
Facts:
In connection with his request for a waiver of the $320 late fee assessed for the late filing of an EDE-P campaign finance report, Marvin Blake, Jr., states that his report was filed untimely, because he failed to place the correct postage on his envelope. Once the report was returned in the mail, he placed it in another envelope, placed enough postage on it, and resent it. Mr. Blake apologizes for the late filing of his report and ask that the Board waive his late fee. Mr. Blake is an any other level candidate. This is his fourth campaign. He was an unsuccessful candidate.

Five reports in connection with the March 14, 2000 election, the late fees assessed for the late filings of the reports have been paid. Mr. Blake was also assessed a late fee for filing his 10-G campaign finance report 9 days late, in connection with the March 24, 2012. The $360 late fee assessed for the 10-G report has not been paid.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
