RE:
Request that the Board waive the $600 campaign finance late fee assessed against Laura O'Halloran, a candidate for State Representative, District 81, in the October 22, 2011 election, whose Supplemental campaign finance disclosure report was filed 15 days late.
Facts:
In connection with her request for a waiver of the $600 late fee assessed for the late filing of a Supplemental campaign finance report, Laura O'Halloran states that she trusted an accounting firm to handle reporting and filing of her reports for her campaign. However, her Supplemental report was not completed by the firm and errors were detected in the work that they had previously done. Ms. O'Halloran further states that she faxed filed her Supplemental report on the date that it was due, but she received a letter from the Campaign Finance division that she was required to electronically file the report, she filed her report upon receipt of notice. Ms. O'Halloran maintains that had she known the proper procedure and reporting requirements, and had her accounting firm properly filed her reports, her report would not have been filed late. Ms. O'Halloran is a district level candidate. This is her first campaign. She was an unsuccessful candidate.
