Request that the Board waive the $720, $60, and $600 campaign finance late fees assessed against Ronnie L. Traylor, a candidate for State Representative, District 16, in the October 22, 2011 election, whose 10-P, EDE-P, and 10-G campaign finance disclosure reports were filed 12, 1, and 14 day(s) late.
Facts:
In connection with his request for reconsideration of the $600 late fee and waiver of the $720 and $60 late fees assessed for the late filings of a 10-G, 10-P, and EDE-P campaign finance reports, Ronnie L. Traylor states that he is a first time candidate who was unfamiliar with reporting and filing requirements. He further states that he made every effort to file his reports in a timely manner, however, he failed to fully understand the process. Mr. Traylor maintains that he did not receive a large number of contributions and he spent $5,000 of his 401K savings. As a result, he is not financially able to pay his late fees, and ask that the late fees be waived.
In addition, the matter of the $600 late fee assessed for the late filing of the 10-G campaign finance disclosure report was taken up at the Board's May 18, 2012 meeting. The Board, in consideration of a waiver of the $600 late fee, declined to waive the late fee. Mr. Traylor is a district level candidate. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Affirm decision to decline to waive $600 late fee. Decline to waive $720 and $60 late fees.
