In connection with his request for a waiver of the $420 late fee assessed for the late filing of a Supplemental campaign finance report, Richard Thomas, states that on January 11, 2012, all of his contributions, expenditures, and loans were filed on one report. In October of 2007, he ran for Washington Parish President and was elected. In October of 2011, he ran unopposed. He filed his Supplemental report, reporting activity from both elections on one report. When he received notice from the Campaign Finance division, he had his wife call and seek assistance with his report. Mr. Thomas maintains that his wife received help with getting all of his reports filed correctly and was told that if he was assessed a late fee, it probably would be waived since the information was received in January. Mr. Thomas maintains that he realized his report was incorrectly filed, but all information was reported on January 11, 2012. Mr. Thomas is a district level candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
