Request that the Board waive the $600 campaign finance late fee assessed against Brian Thompson, a candidate for Rapides Parish Clerk of Court, in the October 22, 2011 election, whose Supplemental campaign finance disclosure report was filed 16 days late.
Facts:
In connection with his request for a waiver of the $600 late fee assessed for the late filing of a Supplemental campaign finance report, Brian Thompson states that since this was his first campaign, he retained the services of a CPA to handle the filing of his reports. He further states that all deadlines were calendered and he submitted all of his records to his CPA prior to every deadline, including his Supplemental report. Mr. Thompson maintains that the report was not submitted timely by his CPA, and his CPA is prepared to sign an affidavit or give information to verify this fact. He further states that he would like to point out that his reports did not change in that there were no further activities, or any other modifications to the reports after the October 22, 2011 election. In addition, Mr. Thompson references Ethics Board Docket No. 2012-552 in this most recent correspondence. The Board at its May 18, 2012 meeting considered his request for a waiver of a $1,740 late fee assessed for the late filing of 10-G report filed 29 days late, in connection with the October 22, 2011 election, and declined to waive the late fee. Mr. Thompson is a district level candidate. This was his first campaign. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
