Request that the Board waive the $400 and $200 campaign finance late fees assessed against Jerry Beatty, a candidate for Concordia Parish Police Juror, in the March 24, 2012 election, whose EDE-P and 10-G campaign finance disclosure reports were filed 13 and 5 days late.
Facts:
In connection with his request for a waiver of the $400 and $200 late fees assessed for the late filings of an EDE-P and 10-G campaign finance reports, Jerry Beatty states that his reports were filed untimely because he was unfamiliar with filing requirements for his reports. He further states that he is financially unable to pay the late fees and ask that the Board consider waiving the fees. Mr. Beatty is an any other level candidate. This is his third election. He was a successful candidate.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Suspend all but $100 on the EDE-P and decline to waive the fine for the late filing of the 10-G.
