La. R.S. 42:1114.2 requires persons who have or who are seeking to have a business, contractual or financial relationship with a state or statewide public retirement system to file semiannual expenditure disclosure reports. James Murphy of Prudential Real Estate Investors was required to file such disclosure form. Mr. Murphy filed the report 12 days late.

La. R.S. 42:1114.2 provides that each person who has or is seeking to obtain contractual or other business or financial relationships with a state or statewide public retirement system shall file with the Board of Ethics, in the manner provided in this Section, a report of all expenditures for a retirement official or retirement officials.
