Keith Howard is a member of the East Carroll Parish Soil and Water Conservation District. On May 10, 2010, Mr. Howard received a notice of delinquency. The report was filed on June 8, 2010, 11 days late. A $550 late fee was assessed, which all but $300 was supsended based on future compliance.
Mr. Howard reiterates that he was not intentionally negligent in failing to timely file. Mr. Howard states that his family had moved into a rental home during the time the notice of delinquency was received while his home was under renovations. After moving back into the home, Mr. Howard discovered a stack of un-opened mail.

At the May 2012 meeting, pursuant to the waiver guidelines, the Board supsend all but $300 based on future compliance. Mr. Howard now seeks reconsideration to waive the remaining $300.
Mr. Howard has submitted a check for the $300.
