RE:
Request that the Board waive the $1,000 campaign finance late fee assessed against Winston Roberts, a candidate for Grant Parish Police Juror, District 6, in the October 22, 2011 election, whose Supplemental campaign finance disclosure report was filed 131 days late.
Facts:
In connection with his request for a waiver of the $1,000 late fees assessed for the late filing of a Supplemental campaign finance report, Darrell Glascock, on behalf of Winston Roberts, states that all reports filed by Mr. Roberts were returned by the USPS. Mr. Glascock states that Mr. Roberts mailed the reports to Ethics' physical address rather than the post office box address. Mr. Glascock asks that the Board forgive the error and waive the late fee. In addition, on July 26, 2012, staff contacted Mr. Glascock and requested the original envelope in which the report was mailed. Mr. Glascock indicated that he will provide the envelope for the Board's consideration. As of September 10, 2012, the envelope has not been provided. Mr. Roberts is an any other level candidate. This is his first campaign. He was a successful candidate.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
