RE:
Request that the Board waive the $600, $2,000, and $2,000 campaign finance late fees assessed against John J. Friedman, a candidate for State Representative, District 105, in the October 22, 2011 election, whose 10-P, EDE-P and 10-G campaign finance disclosure reports were 126, 104, and 98 days late.
Facts:
In connection with his request for a waiver of the $600, $2,000, and $2,000 late fees assessed for the late filing of 10-P, EDE-P, and 10-G campaign finance reports, John J. Friedman, states that he was unaware of his requirement to electronically file his reports. He further states that his campaign manager filed some of his reports, however, he was unaware that his reports had not been filed until when he received notice from the Campaign Finance division. Upon receipt of notice, he attempted to get in contact with his campaign manager, but was unsuccessful. Mr. Friedman states that eventually he was able obtain the information he needed from his campaign manager, so that he could file his reports. Mr. Friedman is a district level candidate. This is his sixth campaign. He was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
