Lawrence Williams states that he serves as the Executive Assistant to the Executive Director for the New Orleans Public Library (Library). The New Orleans Public Library Foundation (Foundation) has announced an opening for the Executive Director of the Foundation. The New Orleans Public Library Foundation is a non-profit 501C(3) corporation that was organized to receive donations and raise funds for the Library. The Foundation sponsors programs to benefit the Library. Mr. Williams would like to apply for the Director position part-time and maintain his position as the Executive Assistant with the Library.

La. R.S. 42:1111C(2)(d) prohibits a public servant from accepting anything of economic value from a person who has a business, financial, or contractual relationship with the agency of the public servant.
In Docket No. 2010-399 the COO of the New Orleans Public Library, Rica Trigs, entered into a consent opinion with the Board acknowledging a violation of Section 1111C(2)(d) of the Code where Ms. Trigs was employed as the COO of the Library and also performed services for the Foundation for additional compensation.
