Appearance in connection with a request that the Board waive the $1,000 campaign finance late fee assessed against Carolyn "Cat" Johnson, a candidate for St. John the Baptist Council, in the October 22, 2011 election, whose 10-G campaign finance disclosure report was filed 196 days late.
Facts:
In connection with her request for a waiver of the $1,000 late fee assessed for the late filing of a 10-G campaign finance report, Carolyn "Cat" Johnson states that she was unfamiliar with reporting requirements for her reports and had combined reporting information of her 10-P and 10-G reports together. She maintains that she became very ill after the October 22, 2011 election and forgot to timely file her EDE-P report. She states that she is aware of the late fee assessment for the EDE-P report. Ms. Johnson is an any other level candidate. This is her first election. She was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
