Request that the Board waive the $600 campaign finance late fee assessed against Chet Gregory, a candidate for Coroner of Sabine Parish, in the October 22, 2011 election, whose 30-P campaign finance disclosure report was filed 251 days late.
Facts:
In connection with his request for a waiver of the $600 late fee assessed for the late filing of a 30-P campaign finance report, Chet Gregory, states that he misunderstood filing requirements, while taking over an office from Warren Founds, the previous Coroner, with no instruction of proper filing of forms. He states that Mr. Founds is 91 years of age and retiring from medical practice and no longer wanted to serve as Coroner. He maintains that he was deputized and served the rest of Mr. Founds' term as acting Coroner without pay. He states that he was unopposed in the election, collected no funds, and assumed an office with some debts and no working capital. Mr. Gregory states that his current salary hardly covers the salary of his secretary and Deputy Coroner, paying the $600 late fee would place an undue burden. Mr. Gregory is a district level candidate. This is his first campaign.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Suspend all but $200 based on future compliance.
