Advisory opinion request regarding whether members of the Louisiana Real Estate Commission (Commission) may attend an international conference sponsored by the American Real Estate License Law Officials (ARELLO) or any other conference that may be hosted in the United States.
Facts:
Rod Noles, a member of the Commission, asks three questions:

1) Are there any ethical restrictions where the Commission pays for its members to attend an international conference? The Commission policy allows all members of the Commission to attend a conference with all expenses paid for and a $50 per diem funded by the Commission.

2) Are there ethical issues presented where the Commission pays for its members to attend state conferences?

3) May members of the Commission serve as board members for the Louisiana Realtors Association?

The Commission regulates the activities of 18,500 licensees in the State. The Louisiana Realtors Association (LRA) is a trade organization with 9,800 members. All of the members are licensed agents in Louisiana. Members of the LRA are regulated by the Commission.Those members of the Commission who serve on the LRA Board would not receive compensation for their service.

Law:
Section 1111A prohibits a public servant from receiving any thing of economic value for the performance of his job duties other than the compensation and benefits from the governmental entity to which he is duly entitled.
Recommendations:
Adopt the proposed advisory opinion.
