Request that the Board waive the $400, $1,000, and $1,000 campaign finance late fees assessed against Winston Roberts, a candidate for Grant Parish Police Juror, District 6, in the October 22, 2011 election, whose EDE-P, 10-G, and Supplemental campaign finance disclosure reports were filed 139, 131, and 131 days late.
Facts:
In connection with his request for a waiver of the $400, $1,000, and $1,000 late fees assessed for the late filings of EDE-P, 10-G, and Supplemental campaign finance reports, Darrell Glascock, on behalf of Winston Roberts, states that Mr. Glascock hired a Certified Public Accountant to file his reports. The accountant mailed the EDE-P and 10-G reports on November 18, 2011. All reports filed by Mr. Roberts were returned by the USPS as address unknown. The address listed on the envelope is an address listed for the Board of Ethics prior to 2006. Mr. Glascock asks that the Board forgive the error and waive the late fees. Mr. Glascock has provided the envelope in which the reports were mailed and the documentation is attached for review. Mr. Roberts is an any other level candidate. This is his first campaign. He was a successful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
