Appearance in connection with a request that the Board waive the $1,000 and $1,000 campaign finance late fees assessed against Gordon P. Mese, a candidate for Mayor-President of the City of Baton Rouge, in the November 6, 2012 election, whose Annual and 180-P campaign finance disclosure reports were filed 175 and 90 days late.
Facts:
In connection with his request for a waiver of the $1,000 and $1,000 late fees assessed for the late filings of an Annual and a 180-P campaign finance reports, Gordon P. Mese states that he is a first time candidate who does not have a professional campaign manager to help with his campaign. He states that he relied upon incorrect information he received from a former candidate. He contacted the Campaign Finance division for clarity, and was informed he was required to file his reports. The reports were filed on the same day.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.

Recommendations:
Suspend all but $300 on the Annual report and decline to waive the late fee for the 180-P report.
