In connection with his request for a waiver of the $640 late fee assessed for the late filing of a 10-G campaign finance report, Frank "Paco" Besson, states that he is a first time candidate who was unfamiliar with the reporting requirements. He further states that completing the paperwork was a confusing process. He also states that the late fee would present a hardship on his family, especially since Hurricane Isaac caused three feet of water to come into his home. Mr. Besson is an any other level candidate. He was an unsuccessful candidate.
