Advisory opinion regarding the Shreveport-Bossier Convention and Tourist Bureau Chairman, Luke Turner, accepting an appointment to the Louisiana Racing Commission.
Facts:
The attorney for the Shreveport Bossier Convention and Tourist Bureau requested an opinion in which he asked whether the Shreveport Bossier Convention and Tourist Bureau Chairman's, Luke Turner's acceptance of the appointment to the Louisiana Racing Commission while serving as Chairman of the Board of Directors of the Bureau would constitute a violation of the Code of Governmental Ethics. He stated that Mr. Turner will not be compensated for serving on either Board. The only transaction in common for both boards are advertising ventures. He has stated that neither Mr. Turner nor the Tourist Bureau derives any economic benefit for his service on the Louisiana Racing Commission.


The Shreveport Bossier Convention and Tourist Bureau is a political subdivision of the State of Louisiana. It is governed by a Board of Directors consisting of seventeen members By statute the members are appointed by various entities organizations political subdivisions in the Shreveport Bossier area. The current Chairman of the Board of Directors of the Bureau has been nominated to serve as a member of the Louisiana Racing Commission He would like to continue to serve as the Board Chairman for the Bureau and also serve as a member of the Louisiana Racing Commission Before accepting the appointment to the Louisiana Racing Commission the Board Chairman wanted assurance that he would not be in violation of the Code of Governmental Ethics. The Louisiana Racing Commission has jurisdiction and supervisory authority over Harrah's Louisiana Downs a horse racing facility in the Shreveport Bossier area.

Recommendations:
Adopt the proposed advisory opinion.
