Mr. Thomas filed his lobbyist expenditure report that was due by August 27, 2012, six days late on September 2, 2012. He was assessed a late fee of $300. Mr. Thomas states that due to a state of emergency being issued for Hurricane Isaac and he was without power through August 31, 2012, he was unable to timely file his expenditure reports. He claimed that he can provide proof from Entergy regarding the power outage, but has failed to provide the proof with his waiver request. Isaac made landfall on the 27th.
