This matter was before the Ethics Adjudicatory Board for an appeal on October 24, 2012. At the hearing, Ms. Johnson informed the panel that she is presently unemployed and is unable to pay the late fees. The panel then referred this matter to the Ethics Board for reconsideration in light of new information provided by Ms. Johnson at the appeal hearing.
In connection with her request for reconsideration of a waiver of the $360, $400 and $280 late fees, Gilda L. Johnson, states that she did not have a full understanding of the filing requirements for the reports and that she is presently unemployed and has recently filed for Chapter 13 bankruptcy. Ms. Johnson is an any other level candidate. This is her first election. She was an unsuccessful candidate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
