Advisory opinion regarding whether Njeri Camara may resign from the Northwest Louisiana Human Service District (Region 7) to apply and accept the position of Executive Director for the District. |

The Northwest Louisiana Human Service District (Region 7) was created pursuant to R.S. 28:912. The District is comprised of nine (9) board members appointed from the represented parishes in Region 7 plus three (3) additional at-large members appointed by the Governor. All nine members have been appointed. The District will not receive funding from the Department of Health and Hospitals until such time as it has completed its readiness assessment, which is the process by which a survey team reviews all areas of business management of the district to determine operational readiness based on a set of uniform criteria.
The Northwest Louisiana Human Service District has successfully completed Phase I of the process and is ready to hire its Executive Director.
Njeri Camara was appointed by the Caddo Parish Police Jury to represent Caddo Parish of the District's Board of Directors. Now, Ms. Camara is interested in seeking the position of Executive Director and would like to resign from the District's Board of Directors.

La. R.S. 42:1121A(2) prohibits a former member of a board for a period of two years from contracting with, being employed in any capacity by or being appointed to any position by his former board.
