Advisory opinion as to whether Lynch Construction Louisiana, L.L.C. (a company owned in part by Mr. Matthew W. Lynch) may enter into a contract with the Family Services Center of the West Feliciana School District when Mr. Lynch's wife (Ms. Nicole Huffstetler) is employed by the school district. |

Matthew W. Lynch has a fifty percent ownership interest in Lynch Construction Louisiana, L.L.C. Lynch Construction Louisiana did a similar contract for renovation in October 2011. During the summer of 2012, Mathew Lynch married an employee of the school system, Ms. Nicole Huffstetler. Ms. Huffstetler works at West Feliciana Middle School which is at a different location from the site of the proposed renovation set to take place at Bains Lower Elementary School.

Section 1113 of the Code precludes a public employee or a member of her immediate family from entering into a contract with the agency of the public employee.
