Ms. Elisha Y. Lucas, the secretary-treasurer for the East Carroll Parish Police Jury asks if Mr. Jessie James, who was married to her sister until her sister passed away may be employed with the Road Department of the East Carroll Parish Police Jury. Ms. Lucas as the secretary-treasurer is one of the three persons authorized to sign checks for the Road Department but she has no employment authority with that department.
