RE:
Advisory opinion request as to whether Jefferson Parish may enter into a Memorandum of Understanding with the University of Phoenix whereby the university will provide parish employees with a four percent discount on tuition.
Facts:
The Memorandum of Understanding, which refers to Jefferson Parish as "Client," allows for Parish employees to receive a four percent reduction in tuition in exchange for the Parish "working with the University to communicate the benefits of this MOU and the many educational opportunities available at the University."
According to the University of Phoenix, the discount is offered to other "partners."However, the Parish seeks an advisory opinion as to whether there are any ethical considerations which preclude the Parish from entering into a Memorandum of Understanding with the University of Phoenix.

Law:
Section 1115A(1) of the prohibits a public servant from accepting any thing of economic value, directly or indirectly, from a person that has or is seeking to have a contractual, financial or other business relationship with the public servant's agency.

Recommendations:
Adopt proposed advisory opinion.
