Ms. Nolan filed her Supplemental Registration Report that was due by November 10, 2012, fourteen days late on November 24, 2012. She was assessed a late fee of $700. Ms. Nolan states that she lost her contract with her previous employer and started employment with a new employer during those months. She states that this was a very traumatic time for her as she did not see this happening where she would be asked to resign from her previous employer. She states that she put a start date of November 1, 2012 for the new employer because her termination date was October 31, 2012 for her previous employer. She states that she did not lobby for the new employer and would not lobby for them until December 10, 2012.
