Mr. Breakstone filed his Supplemental Registration report that was due by September 10, 2012, thirty-five days late on October 15, 2012. He was assessed a late fee of $1500. Mr. Breakstone states that he was a part of a mass layoff on August 31, 2012 and was unable to access his files and records. He states that he is currently unemployed. He states that he was unaware of his requirement to submit a Supplemental Registration Report within 10 days of his termination of employment. He states that he filed his report immediately when he found out.
