RE:
Request that the Board waive the $1,000 campaign finance late fee assessed against E. "Bim" Coulberston, a candidate for Marshal, Town of Ferriday, in the November 6, 2012 election, whose 30-P campaign finance disclosure report was filed 37 days late.
Facts:
In connection with his request for a waiver of the $1,000 late fee assessed for the late filing of a 30-P campaign finance report, E. "Bim" Coulberston states that he did make some mistakes with the filing of his report, but not with intent. He further states that he filed a 10-P report and should have filed a 30-P report. He received a certified letter from the Campaign Finance division informing him that he needed to amend his report to a 30-P, to avoid any penalties. Mr. Coulberston states that he honestly tried to do the right thing, since this was his first report of any kind since the sixteen years he has been in office. In addition, staff has attached the correspondence Mr. Coulberston received informing him that the 10-P report filed on October 29, 2012, indicated that a 30-P report should be filed. The letter also states that he should file a 30-P report and amend his 10-P report, to avoid further action. He ask that the Board waive his late fee, and if it cannot be waived, allow him to pay the late fee in installments. Mr. Coulberston is an any other level candidate. This is his fifth campaign. He was a successful candidate.
