In connection with his request for a waiver of the $600 late fee assessed for the late filing of a Supplemental campaign finance report, Raymond A. Hicks states that he was not allowed to campaign for office. He states that his opponent filed an objection to his candidacy. The judge in the matter ruled that Mr. Hicks was ineligible for the office of State Representative, 2nd District, in connection with the October 22, 2011 election.
Mr. Hicks was sent correspondence on January 12, 2012 reminding him of the requirement to file a Supplemental report for 2012. He was also sent a delinquency notice for the Supplemental report. The notice was received on March 8, 2012. (see attached documentation). Mr. Hicks was then referred to investigation for failure to file the Supplemental report. The report was then filed on October 29, 2012.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
