Advisory opinion request from counsel for Sheriff of Washington Parish, Mr. Randy Seal, regarding whether he may appoint Mr. Mike Haley, Sr. to the position of Chief Criminal Deputy, and Mr Haley's son (Mike Haley, Jr.) to the position of director of the Sheriff's Office Civil Division.
